1. The Government of Cambodia (GoC) has received grant from the Asian Development Bank toward the cost of Greater Mekong Subregion Biodiversity Conservation Corridors Project (Additional Financing), and it intends to apply part of the proceeds of this ADB Grant No.: 0426-CAM (SCF) to payments under the Contract for the Construction of 3 Borehole Wells each equipped with Water Tanks and Solar Powered Pump, 3 Stream Water Extraction equipped with Water Tanks Solar Powered Pump and 2 Rain water tanks in Koh Kong and in Mondulkiri Provinces/Contract Ref.: BBCP-CW-MOE-05-01.

2. Ministry of Environment (MoE) now invites sealed bid from bidders for Tender No. BBCP-CW-MOE-05-01 Construction of 3 Borehole Wells each equipped with 1 Water Tank and Solar Powered Pump, 3 Stream Water Extraction equipped with Water Tank Solar Powered Pump and 2 Rain water tanks in Koh Kong and in Mondulkiri Provinces. The Construction period is Four (4) months.

3. Procurement will be conducted through National Competitive Bidding Procedures consistent with Asian Development Bank’s Guidelines for Procurement Under Asian Development Bank dated April 2015 (amended from time to time).

1. The Royal Government of Cambodia has received a loan from Japan International Cooperation Agency (JICA) towards the cost of National Road No.5 Improvement Project (Thlea Ma’am – Battambang Section, Sri Sophorn - Poipet Section and Weighbridge Station Construction at six (6) places). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Contract Package 5 consisting of:
• Construction of Weighbridge Stations including access road at six (6) locations along National Road No.5

2. The Ministry of Public Works and Transport now invites sealed Bids from eligible Bidders for the construction and completion of Contract Package 5 consisting of:
• Construction of Weighbridge Stations including access road at six (6) locations along National Road No.5
(“the Works”).

3. The Works is located in the provinces of Kampong Chhnang, Pursat, Battambang and Banteay Meanchey. It comprises the construction of weighbridge stations at six (6) locations including access roads along National Road No.5.

4. The major components of the Works comprise:
Access Road Construction
a. Embankment
b. Roadway Excavation, Unsuitable
c. Subbase and Base Course
d. Asphalt Cement Concrete Pavement and Portland Cement Concrete Pavement
e. Drainage, Slope Protection and Ancillary Works, etc.

Weighbridge Station Construction
a. Installation of fixed weighbridges at six (6) locations
b. Installation of Traffic Data Collection System at six (6) locations
c. Provision of four (4) units of Portable Axle Load Meter ((PALM)
d. Construction of six (6) units of Monitoring Office

5. The construction period of the project is twenty-eight (28) months.

6. Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement.

7. The Bidder must meet the following minimum requirements:
a. Average Annual Construction Turnover for the last five (5) years of at least USD 7,000,000.
b. A minimum number of four (4) similar contracts with MPWT that have been satisfactorily and substantially completed as a prime contractor (single entity or JV member) between 01 January 2014 and Bid submission deadline.

1. The Kingdom of Cambodia has received financing from the World Bank toward the cost of the Cambodia Southeast Asia Disaster Risk Management Project, and intends to apply part of the proceeds toward payments under the contract for Improvement of Rural Road in Kratie and Stung Treng Provinces up to the project end date, while payments under the contract occurred after the project end date will be financed by the Borrower’savailable funds. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

3. Bidding will be conducted through international competitive bidding method as specified in the Procurement of Goods, Works, Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014.

Background
National Committee for Sub-National Democratic Development Secretariat (NCDDS) is the Implementing Agency for component 2which finance community-based interventions in the seven priority provinces to stimulate demand, increase utilization of facility-based priority services, and encourage the adoption of improved RMNCAH-N behaviors. Component objectives are to: i) strengthen the links between the sub-national authorities, the public health providers, and the citizens; (ii) create demand and increase access to priority health and nutrition services; and (iii) strengthen public sector commitment and accountability to improve the availability and quality of priority health and nutrition services ; and (iv) use performance-based grants (C/S-SDGs) to improve (Sub National Authority) SNA delivery and sustainable financing of relevant social service activities linked with the project’s priority services.

The NCDDS seeks a firm/NGO that can develop informational materials, job aids, coaching tool in Khmer and English to train Communes and Sangkats on service delivery grants tools and processes (C/S-SDG) for the period of 299 person-days or within 1 to 1.5 years.

Qualifications and Experience Requirements
• Consulting Firm/NGO has strong presence in Cambodia;
• Consulting Firm/NGO has at least 5 years of relevant experience working with international organization and/or development partner;
• Experiences working with government counterparts and understand subnational administration structure and working procedures;
• Experience working in the fields of maternal and child health, nutrition, food security highly or health promotion and D&D reform is preferred;
• Experience in developing policy and/or implementation guidelines and training materials development related to health, community health, village health support group members, and health promotion, provincial administration, district and commune is an advantage;
• Experience in developing behavioral change communication content and materials;
• Demonstrate ability to establish and maintain strong working relationships with colleagues from different sectors;
• Key Team Works have educational background and at least 5 years experience in related work;
• All team members must have good communication and interpersonal skills.

Skills Measurement Survey Consultants

Objective and Purpose of the Assignment

The survey will focus on CQF level 1 through 4 graduates in the four selected priority sectors between academic year 2016-2018 and 2018-2019 from the selected public TVET institutions and who are working in industries/priority sectors. This consultancy aims to:

  • Undertake desk review of the implementation of competency-based training (CBT) implementation and and selected relevant ASEAN countries as well as the current and projected future needs of the labor market of Cambodia and neighboring ASEAN countries, which are most likely to affect the employability, productivity and mobility of the Cambodia labour force;
  • Obtain policy-relevant data from the Government‟s rectangular strategy, industrial policy, TVET policies and strategies that will provide a better understanding of the skills requirements of the Cambodian labor market;
  • Understand the influences of educational achievement, personality, and social background backward linkages) on the student‟s skills acquisition and the potential effect of such skills acquisition on living standards, reductions in inequality and poverty, social inclusion, and economic growth (forward linkages);
  • Collect relevant statistics, through tracer studies of graduates of the four priority sectors, focused group discussions and/or interviews with graduates, senior management of DGTVET/public TVET institutions, employers, policy makers and other stakeholders, and undertake a diagnostic analysis to determine the mismatch between the TVET skills required for CQF Levels 1 – 4 and the “skills set” acquired by the graduates in the 4 defined priority sectors. The public training institutes are 4 polytechnic institutions hosting the CoEs, 5 regional training institutions, Banteay Meanchey PTC, JVC, Kampong Cham PTC, Kampong Speu PTC, Kandal PTC, Kratie PTC, Koh Kong PTC and Pursat PTC;
  • Submit appropriate recommendations with regard to the implementation of the CBT and the competency-based assessment and certification system (CBACS) of Cambodia, teaching-learning methodologies, and workforce development policies for the present and immediate future with reference to the currently offered TVET programs of CQF levels 1-4 in the four priority sectors.
